I'm now wondering if connecting a couple of terminals in the diagnostic port will make any differences as far as pulling codes?

I bought mini blue one a week ago or so for my 95 for 10$, it pairs up fine with my tab, but when I go to the torque app it doesn't read the obd for some reason?
I'm using Samsung galaxy tab 4
Can anyone help please?

If your using the free version of Torque then upgrade to the full version for $5. That's what worked for me.

No, I paid 4.95 with PayPal for this baby and it's still not reading the ecu
