Currently, my dome lights turn on when I lock/unlock the car with the key fob (RS3000 alarm) and turn on when I open the doors. Rear dome light doesn’t work, still working out whether it’s faulty rear door switches or the light module itself.

Anyway, when I turn the ignition off, the central locking unlocks but the dome lights don’t turn on. Is this normal? If it is, is it possible to wire the dome lights so that they do turn on when the car unlocks after turning ignition off?

You are confusing 2 separate issues.
Dome lights are on an always hot circuit. When you open a door, the font or rear dome light will illuminate. The door switch along with the light housing switch controls that. The light housing gets a constant +12 and the associated switches provide a ground path to illuminate the bulb.

The RS3000 controls the central lock/unlock as well as the temporary dome light illumination when you lock/unlock because it is tied into the dome light circuit and temporarily grounds the circuit illuminating the lights. It is also tied into the tail lamp circuit which allows it to flash the lights.

That said, the RS3000 has several programming options that you might want to look into. The manual is available in the resources section along with the complete Toyota FSM and EWD.

Thanks for the info, will do some digging in the manuals you suggest. Theoretically i think it’s possible since the rs3000 is already wired into the dome lights
 
Not sure on the wiring on that unit but when I installed car alarms the is a wire for dome light supervision when you unlock the vehicle the alarm would trigger the dome light circuit so the lights would be on so you could see. It was a negative trigger output and would need a relay to switch to positive output.

The RS3000 unit does this. In the manual it’s called “remote disarm/arm” ie when you unlock/lock the car with the fob. For me at least, this doesn’t seem to extend to the dome lights turning on when the doors unlock after ignition off
 
The viper alarms I put in it wasn't affected by the ignition circuit as far as the dome light supervision.
