Thinking of buying a '93 80 series, and it has this black box mounted low under the dash. I just want to make sure it is not some kind of ignition interlock, that will be complicated to remove.

That's to monitor the cockpit conversations and the throttle and flap conditions at the time of disappearance.

Some JDM rigs have something similar looking that is for toll booth cards but most of those say ECT on them...

Trailer brake control for trailer with electronic brakes. If you have a trailer/load heavy enough to really require electric brakes, you probably shouldn't be pulling with your TLC.

That's a heck of a statement to make.

There are plenty of trailers with brakes that are well within an 80s ability to tow.

The brake controller might give me reason to further investigate the truck's history, but I certainly don't see it as a deal killer in and of itself.
 
Kneecap relocation device. If you experience significant frontal impact, your right kneecap may well end up much closer to your hip.

In the communist state of Kalifornia any trailer more than a GVW of 1500lbs require trailer brakes. Basically just about any trailer with a mild load. So there needed if you expect coverage of any accident from your insurance.
