"ANC" (Active Noise Cancellation) reduces unwanted noise inside the car cabin by producing sound waves that neutralize existing sounds, while "ESE" (Engine Sound Enhancement) enhances and amplifies the engine's audio through the speakers.

Have you found that this tool can access the same functions as techstream?

The techstream package I have is ends support at 2018 unfortunately.
 
You have to use GTS+ now (online tech stream). If you have a compatible J2534 ODBII device you can get a 3 day full subscription (70 bucks) and do everything Toyota can do minus install software/firmware and program new keys. I'm using the old X-horse J2534 and driver package that came with it that I use for my Tundra and it works perfectly, it is likely slower in function than the Official devices but at less than 100 buck vs 3k that is a good trade off in my book.

Edit: there are way more customizable options in GTS+ than Carista has, see attached for some of the notes I made and some of the more notable items to me, the attached is not the full list either. I just wish that you could add more heat to the seats in the LC250, GX550 supports it but LC250 doesn't. GX can also change interior light colors but LC250 can't.

Would be interesting to me to find out how many wires are going to the footwell lights on a GX vs LC (2 wires) as when I enabled that function in GTS+ I now have a menu for making the change on the MID.

I've found the color changing lights on Lexus website (cost prohibitive at $85 per light for 15 lights) and the door handle lights aren't interchangable, but would be interested if the RGB operates off of PWM to a built in chip on the lights to effect the color change or if its a classic 3 or 4 wire RGB/RGBW setup?

I've already swapped out all my lighting in the doors and footwells minus the door handle lights as they are very dim in my experience and changed them out to blue because I just can't stand the white. The replacement are very bright, so bright that I now have them turned to there lowest setting and still add some tinted silicon covers to dim them further. The silicone covers are on some of the lights from Toyota (phone charger light, which is a white diffuser and door cup lights which are tinted diffusers).
