Diesel Leak – Help Identifying Component (2 Viewers)

Hi all,
I found a diesel leak on my 1993 LC HDJ80 (1HD-T engine), and I’m trying to identify the exact component.

• The leak is coming from the area circled in blue (see attached photo). Can anyone tell me what that part is called?
• Also, in the red circle, it looks like a bolt might be missing. Should there be a bolt there, or is it meant to be open?

Any info or advice would be greatly appreciated!
