This came with a HZJ75, laying in the toolbox, with no explanation from the previous owner.

Appears in good condition.

Any way to identify if it is for the front, or the rear? Or even a different vehicle completely?

I can't see any brand on the locker, but the carrier has the Toyota casting logo on it.

I don't think I need it. What's it worth? Anyone want to buy it? (In Australia)

The Aussie and Lock-Rite ratcheting lockers look just like this. Does it have markings indicating that it is a Detroit?

Regardless, ratcheting lockers work well and might work well for someone here. Which appears to be your thought. Thanks

Doesn't look like one to me, either. Maybe Aussie or Lock-Rite as mentioned above. Spartan? Hard to tell with any of them, but they're all lunchboxes and basically-kinda-sorta do the same thing.
 
I seem to remember Detroit used to have a version like this back in the day. I could be completely could be wrong on this. I still think the Detroit everyone thinks of is the full case version I pictured above.
 
Also, something I just realized: as best I could tell, Eaton doesn't offer a Detroit for the non-US 9.5" without C-clips. I just looked up the application guide, and they have 8" and C-clip 9.5" offerings, but not the other. So it's definitely not one of those (which we already knew, but still).
