Could V Belt be too tight

Just changed my belts last week. Adjusted the 2 alt belts with the Napa thing. Couldn't get it on the V Belt, so I just made it tight. Maybe too tight. When I drive I get a whine as I increase RPM. I used OEM Belts.

This started right after I changed belts.

I am going out a lossen it in a while. Looks like they are all on right.

Any other ideas?

better loose then too tight, too tight can take out the drivin accesories
