I have a small weep/leak on the pipe next to the lower radiator hose. Wondering how can I fix it?

The small one in the pic? If so that's transmission fluid leaking. Try putting two clamps on it and see if it helps.

Try tightening that clamp under the green tape.

is the hose leaking on the barb, or is the hardware leaking on the surface of the tank? What fluid is coming out?

Looks like the metal silver nut to the left of the radiator hose? Should I try to tighten it? It seems right.

There are 2 nuts there. IIRC it is a 19 and 22mm. The larger one seals the hardware to the tank. The smaller one fits the copper barb onto the hardware. I would try gently tightening the bigger nut. you will probably need a pair of pliers or similar to hold the hardware still while you turn the nut. Be very gentle. Just make it nice and snug if it moves for you.
