Has he been consuming any oil?

I'm still not sold on the bad compression coming out of low-mile mall cruiser. Couple that with the $22k repair price quote and I would assume that everything coming from that dealer is a lie until proven otherwise. That's absolutely absurd.

If it truly is bad mechanical bits then whatever was sealed with the fluid will surface again shortly. As others have stated it could be as simple as a bad ground to the coil pack or a poorly seated plug.
 
The next step is a leak down check to see where the compression is going. Head or rings.

The belt being a tooth off has very little to do w compression on a single cylinder.

^^^ This. No sense discussing engine swaps until you find out whats wrong. This could be very minor... or major. At the very least I would get it to someone who does engine work, they need not by a Toy expert, but a good engine guy is needed.

Seriously though Nick, I've also been looking for updates as this is a rare issue and I want to know the source of the low compression and if the compression remains low and what the results of leak-down testing were.
