Choke operation

I have a dumb choke question. When the choke is on, is it by design that my RPM's go up quite a bit? I'll sit at a red light and my ol' F is rattling away at probably 1500 RPM. Is that something I should be adjusting on the carb, or is the choke supposed to do that by nature?
 
By design. Similar to fast idle cam with automatic chokes. Manual chokes are a lost art any more. You should feather it in as the engine will allow so you're not running rich more than you have to.
