my not-so-new-now Iron Pig rear bumper has a chip in the power-coating, where the swing away latch clasps.
i seem to remember some one here saying a good way to seal the chip before the rust starts, but a search has come up ziltch.
any suggestions?

Any paint or primer will protect against rust. I don't think you'd need to use anything special because of the (former) powder coating.

im pretty darn sure that primer is water permiable and that means the metal will rust underneath it. so use paint over primer to seal the wound.

SPOT ON! primer will not protect against rust! paint is required for rust protection!
