Does this frame look bad above the leaf spring mounts?

Should I pass it over when looking to buy?

Can't tell, but looks like a lot of fresh paint. Any close-up pics?
 
Hi All:

This FJ40 has had a "shackle reversal" done on the front suspension. The "roughness" you see is the welding for the reversed shackle hangers.

Hard to tell from a photo whether the underlying steel is solid or rotted.

If could be some old undercoating pealing off, but right at that curve would be a place to collect mud and such causing rot. That is something you would really want to inspect in person, if that is bad I would hate to see the back, the rear is usually much worse then the front.

That could be damage from leaking brake fluid (brake fluid does nasty stuff with paint)

it could also be accumulation of gunk from a leaking steering box
 
Take a screwdriver and start poking around.

looks like its from the clutch or brake master to me... try wiping it with w wire brush
 
looks like someone painted over old hard grease...maybe when the shackle reversal was done. Too hard to tell from the pic.
 
Yea - the fact that the spring hanger shows the same evidence of whatever that "rippling" effect is would lead me to believe it's not frame rust.
