Welp, I've read and can't find anything. Unless I'm not putting two and two together. My CDL doesn't do anything. Press it. No lights no relay click. I pulled the PSB out looked at it nothing seems burn or dry. If I throw the truck in 4LO no lights as well no VSC lights nada.... Ideas would be greatly appreciated.

I replaced the switch on top of the transfer case, and that solved the issue for me. Beck-Arnley 201-1788. Called a backup light switch, but its identical to the Toyota part, and only $15. Took about 15 minutes to change it.

I ordered this part, but did your CDL work, just no lights, My CDL doesn't work at all.
 
I was honestly getting to know the truck when I did this, and the cdl was sketchy. It was intermittent, but likely just the indicator.

Yeah, I don't think that's my problem, I went ahead and ordered the switch, just for good measures. But when pressing the button it fully clicks, but I get no relay click, I get zip zilch. Even if the actuator was fried, it should still flash the Center Locker on the dash I would think.

No, that light comes on as a result of this switch sensing the CDL is engaged. If the actuator doesn't actuate, then no CDL or VSC OFF light.
 
So possible s*** acuator too..... cool cool cool cool.
@zthesixty Did you solve this?

I have a 1999 manual gearbox 105 and have no clicking from the relay and the CDL is not engaging. I'm having trouble climbing hills and need to solve the problem but it seems there's an electrical problem and the relay is not getting power.

I have tested the back of the CDL dash switch PCB with a multimeter but the results are inconclusive. It seems like the battery side of the CDL switch is getting 8 volts - but that's not been a reliable test. I did the same tests on the working hazard light switch input (which is on the same PCB) and got an unreliable 12v from there (engine off) and an unreliable 14.4v reading when the engine was running.

I suspect there's a coating on the switch PCB that's messing with my multimeter probes, but at this stage I'm not certain the transmission relay is even getting power

I have not climbed under the truck to mess with the CDL actuator yet. It seemed like a better idea to ensure the CDL switch and transmission relay were working first.

I'd be grateful for any advice, and would be VERY grateful if someone knew which fuse fed the CDL circuit on a 1999 LC. There's obviously a CDL fuse on 2003 and later vehicles, but I can't work out which fuse feeds the CDL on my 1999

To update the thread for the next guy. The below relevant to at least a 1999 diesel 105

Symptoms:
No central diff lock light appearing on dash.
No click from the CDL relay when the dash button cycled.
No activity from the CDL actuator.
Central diff lock absolutely not working

Remedy:
The electrical plug to the CDL actuator (on the transfer case) was slightly loose. I re-seated that plug and everything now works (including the dash indicator light). I had started my diagnostics at the battery as it appeared the relay was not getting 12v, so it took me quite a while to work my way down to the actuator to find the issue.

Notes:
Apparently the relay needs to 'see' the CDL actuator for the relay to click.
The CDL actuator is audible from underneath the vehicle, but personally I can't hear it operating from the driver's seat when the engine is running
A working CDL has made m a much happier man today!
