Carb question on my 79 (1 Viewer)

So, I drove my fj to work today and when I got home I noticed air bubbles streaming in the fuel bowl through the sight glass. Looking through the sight glass they were coming from below at the center of the fuel bowl. Any idea what might cause this? Ive noticed lately that when I start it after its hot that it sometimes surges and the idle bounces around.
 
Maybe fuel is boiling and causing some startup issues because of the aeration. Is the carb cooling fan operational?

The carb fan does come on but it has to be really hot outside and it has been pretty cool here lately. Ive only heard it kick on about 3 or 4 times in the year that I have owned it.
 
Can you upload a pic of ur fan? Just wondering if there is one on my 1977 40.
