Yes rubber gasket on top, fiber gasket in between t-stat housing halves, anti-seize on the bolts before they go back in.
 
it is paper/fiber and it goes in between the halves of the housing that holds the thermostat
 
No thermostat fits in groove gasket fits the flat surfaces of the housing halves When you have it open it will be obvious.
 
Now I know what you are referring to my housings are pitted, I could not keep them from leaking so I cut a gasket out of a rubber tube. It works great. I will make a new upper gasket also.
