Any recommendations on a plug in car battery charger at the moment I have wet but may go gel.

Prefer cheap :). I don't really care if its manual or auto. Starting amps are not needed but I will not pass on a good one if it has it.

Is sub 100 bucks possible for a reliable one

I've been using a CTEK 7002 for almost a decade. It's a multi mode. I use it for my regular and agm car batteries. It's over your price point but they make lower priced models that a lot of the high end OEM's rebrand and sell under their own name.
 
x2 on the CTEK brand, small, lightweight and very powerful.
 
I've had my manual Schumacher for over a decade. No issues, works great. They changed the looks but I think the model #'s are the same.
