Bumper or Lift?

I added new tires to my GX 470 yesterday. I went with Toyo Open Country AT2 265/70/17. I was taking a picture to show a buddy them and I turned the wheels so I could get a pic of the tread pattern and it appears that if they aren't touching the inner fender at the front they are super close. It seems to be more of an issue of touching or almost touching at the front and no issues behind the tire. Could this issue be remedied by going with an aftermarket bumper since that would remove the front bumper material and improve the approach angle with an aftermarket bumper or would a lift allow for more room in the tire well?
I really don't want to go down a size in a tire but I really don't want to let go of the $$$$ for a bumper or a lift. Mods are getting a little too pricey for my liking. Yes I am a little too frugal and am probably in the wrong hobby since I am frugal.

Anyone have any other ideas I haven't thought about?
 
There is a youtube video online showing how to move the liner forward. I keep trying to find time to do this but there is something always more important to take care of in my case.

You could get Bilstein 5100's for the front and set the stock springs at the 2nd perch location to get a front level lift, I suppose. I bought mine from Jet.com since they have a 15% off coupon code for new customers. It ended up being $165 delivered.

That likely won't help clearance if the suspension is compressed, though.

$165 is ridiculously cheap...nice find.
 
So I did more looking at it after work in the sunlight and it's only on the passenger side that it touches the inside of the fender well.
I'm supposed to get it aligned in the next couple weeks. I wondered if the alignment might help.

This is with the steering wheel straight. Looks to me like it shouldn't touch.
