Broken pass seat

So my pass seat got stuck all the way forward today. If I take it out can I manually move it back?

Does the release handle move at all and if it does, does it feel like it still has the proper tension on it? If you take it out, you shouldn't have a problem with moving it. If all else fails, get shorter passengers!
