The Outer Banks beach driving debate goes to Capitol Hill Friday. The Subcommittee on National Parks, Forests and Public Lands is holding a hearing on the issue.

Rep. Walter Jones of North Carolina's Third District is sponsoring the bill. His push is to make the beach driving regulations the way they were in 2007.

His efforts come after new restrictions hit the island this past February. They include forcing motorists to buy permits. The annual permit costs $120; the 7-day is $50.

Remote spots like Cape Point are forever closed to drivers. The National Park Service says the move protects wildlife. Residents say it's hurting business.

In fact, some residents argue business has been cut in half since the changes. They also claim some 19 families are at risk because the Park Service denied access to a stretch of beach. The residents say it's needed to get away from the rising tides.

The hearing begins at 9 a.m. Friday.

WASHINGTON, D.C., April 27, 2012 - Today, the Subcommittee on National Parks, Forests and Public Lands held a joint legislative and oversight hearing on H.R. 4094, the “Preserving Access to Cape Hatteras National Seashore Recreational Area Act,” and, “Access Denied: Turning Away Visitors to National Parks.”
“Although today we focused on two examples, Biscayne National Park in Florida and Cape Hatteras in North Carolina, these overly restrictive policies show signs of developing into a nation-wide problem. This is a continuation of anti-visitation policies driven by the Obama Administration that will undercut the tourism industry, hurt local businesses, and destroy jobs,” said Subcommittee Chairman Rob Bishop (UT-01).

The National Park Service has severely limited access to Cape Hatteras National Recreational Area through the implementation of a restrictive management plan and environmental lawsuits from activist environmental groups.



H.R. 4094, sponsored by Rep. Walter Jones, would overturn a final rule implemented by the National Park Service as well as a 2008 U.S. Court Consent Decree by reinstituting the Park Service’s 2007 Interim Management Strategy to govern visitor access and species protection at Cape Hatteras. The legislation will restore visitor’s access to Cape Hatteras while also ensuring the protection of local wildlife and its habitat. Re-opening this Congressionally designated “recreation area” will stimulate the Island’s recreation-dependent economy and foster job creation.

“This bill is about jobs and taxpayers’ right to access the recreational areas they own. H.R. 4094 will restore balance and common sense Park Service management in Cape Hatteras National Recreational Area. It will reverse the significant job loss and economic decline that Hatteras Island has experienced since access was cut off to many of the most popular areas of the seashore,” said Rep. Walter B. Jones (NC-03).

The National Park Service is pushing a new management plan at Biscayne National Park that will eliminate access to over 10,000 acres of sport fishing waters and dissuade visitation to other areas of the park despite strong objections from the surrounding community and opposition by the world renowned scientists of the Florida Fish and Wildlife Conservation Commission. Fishing, boating, diving and other recreational activities within the Park drive the local economy and support hundreds of jobs. Prohibiting these activities and restricting Park access will negatively impact the local economy, dissuade tourism and cause job loss.

“Biscayne National Park is part of the heritage of our community and is of great significance to many South Florida families. My intent is to help preserve the unique culture surrounding South Florida’s water-centered way of life, while also protecting our environment and maintaining access,” said Rep. Ileana Ros-Lehtinen (FL-18).

“No one cares more about Biscayne National Park than Floridians and those who utilize the park. Restricting access should be a last resort after all other alternatives have been exhausted. It is my hope that we can all work together on a plan that both protects the Park and remains accessible for the public to enjoy,” said Rep. Mario Diaz-Balart (FL-21).

So, trip has been great so far. Pictures to come later...

Tuesday's drive up was very nice and after missing the house a few times, we unloaded and settled in with Jason, Diedre, and Evan.

Wednesday we recieved our "beach driving training" and our permit, and headed over to Ocracoke. We rented golf carts and drove around the island seeing the lighthouse, and other landmarks. The gals drove, and the guys rode in the back... Had to wait for the ferry, as there was a lot of traffic (bikes and business vehicles)

Thursday was extremely windy and our time on the beach was very shortlived, however it was nice on the island and we needed to do some grocery shopping and some errands. Not much out and about, but we hung around the house and chilled out. Joe, Suzanna, and Allen arrived later that day. We grilled some chicken, sausage, and hot dogs and had a great dinner together.

Friday, after the craziness of breakfast, kids' naps, we got out to Ramp 49 and set up shop around 1. Just hanging out, some ONSC bocce, in the great sunny and not so windy weather. Hendog showed up and hung out with us. On the way out, Allen got to show off his 40's strength and the ONSC sense of helping out, by pulling an S10 out of the sand which the 4WD went out on them.

Today's agenda is everyone is out doing some individual sightseeing and hanging out. We'll be heading out to one of the longer sections of beach to do some driving, as it's a little cool and misty. Shrimp and Grits are on the menu tonight!

Tomorrow, we'll head up North on the way off the Island...
 
Sounds like a great time and a great birthday weekend for you brian. Safe travels to everyone and we expect photos. Hate we missed it but will be in for sure next year.
 
Well, we're home after having to back track about 50 miles or so. At some point during the trip, I slid open my sunroof, and noticed two of my camping bins were not in place. :doh:

Somewhere in the stretch of 70mph on 64 in Martin County my straps shifted or loosened up on one side, and I lost two bins.

First bin we found contained most of the leftover dry food from the trip, Jason's 4 wheeler mags he let me have, paper plates, and some other misc. items. Looked like the debris field from the Titanic...

The other bin was some 10 miles further East which had 3 of our pillows...

Nothing big and valuable was lost, and I'll need to buy 2 new containers (still functional but no longer semi-watertight), but I'm thinking a new truck bed cargo net is in my future for the roof rack...

First time I've lost something off of it since getting it! :mad:
 
Finally made it home a little after 6 this afternoon. Long day but the kid luckily slept so it wasn't that bad.

Thank you to Joe again for driving me during the STR. Third time to STR and third time riding wit JOE :). This time he had a few passengers though as Evan had a blast on the beach. To the Keefers thank you for bringing the 3rd row and wasting valuable storage space that could have been used instead of the roof rack :doh:

Thank you for all the good cooking and it was great to see everyone again.

We got home at about 9pm last night. We hit the outlets in Nags Head for a while, where I ran into Joe doing the same thing. Joe and I mainly just sat and chatted while our wives "saved a bunch of money". After that, since the weather was clearing up a little, Erica, Jackson, and I decided to drive back down to Oregon Inlet, take the Cruiser back off of the trailer, and went out on the beach for a couple of hours. After a while, we loaded the 40 back up, grabbed some Sonic, then headed for home.

We both had a great time at STR. We only wish we'd had more time to spend with everybody. Thanks a ton to Jason & Deidre for organizing the beach house, and to everyone else for their parts in cooking up some great food and for helping to keep Jackson busy. He had a great time on his first beach trip.

Looking forward to next year!
 
Susana and I truly enjoyed the weekend as well! Jason and Deirdre, we cannot thank you enough for getting the house, and to the Keefers and Dickensons for the wonderful company!

Brian, I think you forgot the bacon in the shrimp and grits. ;)
