The seal of the plunger is not absolute, nor should it be. It is not a high tech component, and does not have a high-tech function. In fact, the tighter the seal, the more likely the plunger will be impeded from properly functioning.
However, none of this means that your plunger is not worn out.
The real question of the moment is, does the discharge nozzle squirt instantly, and with sufficient fuel to preclude it being the source of your hesitation?
