My horn started working intermittently a couple years ago. I replaced the contact and spring but not the copper ring. The ring seems to be fixed in there and unremovable. It worked better for while and then go out again. it depends on the steering wheel position. It doesn't work in the straight position but works when turning.

I've tried pulling the copper ring out and that helps but then is stops again. It's almost like I need to place a spacer behind the ring. Any suggestions?
 
I had a similar situation.
I chipped out the epoxy/glue that held the disk to the steering wheel, reinstalled utilizing a hot glue gun. My assumption is that it wasn’t sitting level due to prefious repairs.
Easy work, use patience as you don‘t want to bend the disk or damage its connections.
 
have you tried cleaning the copper ring? use a pencil eraser and rub, the spring on the brush should push it out to keep constant contact with the ring.
the ring will "glaze" over and needs de glazing
