They hold the front bumper to the frame. A previous owner cut them off my 72. i’d like to put a regular bumper on it instead of the 200 pound custom steel monstrosity that a previous owner built for it.
This picture is from my 73 and I prefer not to cut the rivets off of this one.

I'm glad I learned that they're called bumper gussets. Bumper gusset is more fun to say than frame horn.
