3FE oil pressure and relief valve question

I was having a pretty good leak coming from my oil filter bracket. That is taken care of but in the process I noticed that the relief valve is missing from the oil filter bracket. The spring is there but nothing is behind it. What the hell does the relief valve do? Right now my oil pressure is +/- 75 PSI is this normal?
