My 40 has stock everything. wheels, gears etc. Will it have trouble with 32 inch tires power wise?

Good luck putting an 11.5 inch tire on stock 15" rims. I'm sure they rub hard too.
I run 235 R75/15 with more or less stock everything on my 72. Power never an issue except it runs out of rpms on the freeway. Taller tires for the rubber overdrive effect or some sort of overdrive like the Ranger or a 5 speed like the NV4500 tranny perhaps a 6 speed.

Driving a short wheel base "box" at high speed is spooky. I grab the steering wheel low and brace my hands with my knees to try and dampen the twitches at freeway speeds. 65mph it sounds like its ready to throw a rod, 55 mph yea much happier.
 
I rarely drive over 50 and never on the freeway so thats not an issue.

Can anyone confirm that 32s will rub with stock wheel?

It depends on the width. If I were you, I'd find a 33x9.5" solution. Looks better and the 9.5 width will definitely not rub.

 
Over here 750/16s were common on fj45s and optioned on fj40s, they measure 32inches. I run 235/85-16s no problem as I don't want to run tubes,tho they're better fitted to a 6 inch rim with zero offset. The later toyota 6 slot steelies as fitted to 80s Cruisers and LN 106 Hiluxes work as do a lot of period 16inch mags.
