1.- This raises another point & I can't be certain of what dist. you have. Is your dist a 'points' type ??

Good day John. This is the dist that I have installed a HEI INCAP, with advanced mechanical and vacuum, Chevrolet 250.

2.- Regarding 10v at the starter...all connections tight & clean ?? really tight and clean including all grounds. If you truly have only 10v at the starter, that is where I would suggest you spend some time.

Yes. All connections are clean and tight.
What do you mean with "spend some time"? I review it carefully?

3.- Can you get access to what we call 'Starter fluid' ? Comes in a can like carb cleaner. Spray it down the carb & if you have spark & the engine turns fast enough it WILL start. Might not run long, but it will start.

Here in Venezuela we do not have the liquid, at least I've never seen. Gasoline direct to the throat of the carburetor work?
Remember that petrol is ridiculously cheap here.

1) IF you only get 10v @ the starter it's not going to start. 'Spend some time' finding out why 13V @ battery & only 10V @ starter.

2) 13v @ battery & only 10v @ starter should be easy enough to figure out. Bad cables, bad/loose connections etc.

3) Yes, fuel in carb can work instead of 'starter fluid'. What carb. do you have on it right now ?

The cables and connections look good, in fact change some of the connectors.

The engine has the original carburetor.

I'll take your advice to check very carefully (more than what I have done already) the starter electrical connections. As you say, 10V @ the starter will not move well that engine ...
 
Good day.
I could finally start the engine. The problem was that spark plug wires had misplaced, and really do not know how I did not realize. So the time the engine was "moved", so the time the engine was not 1-5-3-6-2-4, but was in 5-3-6-2-4-1.

A very silly problem, but I got a lot of headaches.

Thanks for your advice helped me solve other problems that had the engine.

BTW, throw a bit of acrid smoke from the valve cover, what may be? maybe some broken ring?
