The mechanic replaced the starter 3x and replaced the starter relay on the 3rd time. What could be the problem?

It's the cable from the bottom of the fuse box, to the alt and other elect. Regular fail point.
^ Besides what he said, need more than "not starting". Is it turning over? Is there any click? Has it made any effort to start, a few fires but not enough to run?
