1969FJ40 Speed marker and speed detector are they needed?

Below is a photo of what I believe to be the 'speed marker' and 'speed detector' as they appear on the firewall up near your clutch pedal. Can anyone tell me what they do and whether or not I need them? I'm installing a Centech wire harness and I'm not sure what wires if any are labeled for this item. Also included partial view of wiring diagram.

The speed marker is only needed for the stock emissions system. It is located in the speedo cable, near the t-case.
The truck will be happy without it.

Dunno what is in the picture. Maybe an emission computer? and a TS flasher?
 
Yeah that's right. I remember when I took out the original speed cable that there was a cylinder on the cable with a wire coming out of it. The newer aftermarket speedo cables don't come with it. I'll chase that wire down and pull it out if it's been abandoned. I think that thing on the bottom of the photo is the hazard flasher. Does anyone with Centech wiring experience know if I need it? The Centech harness has flasher relays at the fuse box, but maybe those are just for blinkers???
