1967 fj 45 long bed engine/transmission conversion question

My newly acquired 1967 FJ45 has a chevy 327 V8 engine,SM420 4 speed chevy transmission and Toyota 3-speed transfer case. The high range is engaged, but it still winds out at about 40 mph. I want highway speed capability. It's geared in rock crawling mode. Any suggestions, solutions or experiences are welcomed. I'm in the New York City area. Thanks. Rob
 
are you sure the transfercase is in high range?

Sounds like it is in low range to me, plenty of cruiser have a similiar trans/tcase set-up and can easily reach highway speeds
