I checked FAQ and performed a search with no obvious results. I am looking for the exact specs for all OEM 100 Series wheels: 16", 17", 18", to include bolt pattern, width, offset, back spacing, and size of center bore.

But what's the offset?
 
this may sound like a stupid question, but I am assuming the +60 is 60mm (6cm) from the back surface of the rim (where the lip is) to the back mounting surface (that mates to your brake)

No, that would be backspacing. Offset is 60mm offset from the wheel's centerline.
 
So the mounting surface of the wheel is 2.36" towards the outside (away from the axle) from the center of the wheel if it's "plus".

Correct?

Or do I have it backwards...
 
you have it forwards. I mean, taking a look at the wheel should be easy for you to figure out if the barrel is closer to the center of the vehicle(plus offset) or farther out(negative offset)
