...and how I can access it, to remove it.

It spans from the rear crossmember, and attaches to the body somewhere under the second row seat. It is only on the drivers side of the truck. I have no idea why there is only 1 instead of 2. I also need to know what purpose it serves, and what steps are taken to remove it.

Anybody have any ideas?

My guess it can be removed by removing the carpet inside the cabin, remove rubber plug and pull bolt upwards. Let us know if that works.
