Can you measure it with a tape? An impact drill would be best to use. I think the torque spec is 130 ft lbs. With your spark plugs in it wont turn as easily either.

Do you have a good strong spark? weak ignition will cause plugs to get dry sooty deposits on them. Is your carb burning rich? That could also be the culprit. Make sure your air filter is clean as well.
All simple things to check. Good luck tracking down the problem.
You can also try heat. But if the hammer dont work get a bigger hammer. lol
They are a bugger sometimes. Make sure you ground enough off.
Wait a minute….. I re-read your post. Are you taking the steering box mount off? I assume the steering box is off(4 bolts). The mount has rivits on the top...

Kind of looks to me that the adjustment screw is behind the spring in the pic but not certain.
I think that it is an ignition problem for sure. Your compression is okay and the plugs dont seem to be oily or wet. My guess is that your valves will be fine.

Not sure but at 70º ambient temp it would be warm enough to be open. Oil coming out of your manifold would indicate an issue. Start with a compression test.

For a 2f carb you want to pull out your choke to the fully closed position. The clearance from your choke valve to bore should be 1.3mm or 0.051 inches. I hope this helps.
