no i don’t think that’s the 4plus. similar design but the 4plus is straight across with the fairlead slot cut in. this one has a down going center notch with the fairlead above the body of the bumper. i don’t know who makes it but i like it.

You could ask the owner @Timbo FJ45 to verify. It may have been a production base with a little modding, lots of beautiful custom touches on that one there. But who am I to kid the whole thing is custom and a job well done
