Yes, you have to remove the harmonic balancer retaining bolt. The puller is designed to fit into the chamfer in the threaded hole; you're not going to damage anything.
If it still won't budge, you'll have two choices:
1) » use an impact wrench...
Dry ice is a material known by the State of California to cause birth defects, cancer, warts, sagging chin, nausea, a general feelling of malaise, and an aversion to Starbucks coffee. I'd stay away from that.
Update:
The red wire coming from the distributor connector had been spliced off so I reconnected that to where it should have been and adjusted my timing by rotating the dizzy a bit. She fired right up without fluid after years of sitting...
Nothing from the distributor runs to the starter. Download the Toyota FSM and EWD from the resources section.
If the distributor wiring has been modified/molested then that's likely your issue.
Spark is developed from the pick up coils inside...

Really, there are threaded holes in the balancer for this purpose. You'll need a plate/bar longer than the diameter of the pulleys and wide/thick enough to support the force required to remove it. 5-7.5–cm wide x 5-6–mm thick...
@nashqadri : can you describe the play in the shifter ie: does it rock side to side, is it sloppy front to back, or is there rotational movement if you twist the shifter handle?
