Fwiw, I have had some success with freeing up Frozen EGR valve by removing and soaking in PB blaster or similar penetrant for a few days. Then putting a vacuum on the top nipple until the diaphragm frees up

You can use a bunch of tire plugs to repair a sidewall enough to get you off the trail. Alternatively, you could get a sidewall patch kit such as Glue Thread. They are not cheap but appear to get good reviews and if it gets you off the trail...
