Short answer no. Longer version would be of that 36K was tacked up in the first 12 months, then nothing afterwards, maybe.

Yes, disuse can be a problem for seals and other rubber bits, but consistent usage even if it is light usage is OK in my opinion
 
Without any information on how/when the miles were gained, the question is pointless. There are too many scenarios where that mileage could be perfect or terrible. More importantly you need to look at the carfax to see where and when it was serviced which will normally also show rough mileage over time periods. Carfax may not always show an accident but it will show mileage at inspections/ registrations or servicing at dealers.

You can also try the Toyota Owners website. If the rig was serviced at a US Toyota dealership, you will be able to see the service history there as well.
