both grounds ?

Both are "hot" wires. One is constant power and the other is flashing power.

There are very few ground wires and they are always white with a black stripe. Most devices are grounded to the sheet metal or frame, which provides the return path to the battery -.
 
the tester light doesnt come on when checked on those two wires....hummmm......???? I follwed both wires all the to there leeds an came to nothing..no frays or cuts an bothe wires are sapose to be positive ? the light still is'nt coming on....
 
The red/green wire connected to the B terminal on the flasher goes to a separate fuse that is taped to the harness. Check that fuse, it's probably blown.

The Green/Blue wire connected to the L terminal goes to the turn/hazard lights front and rear.

To see if the wiring is good after the flasher: Make up a flasher bypass jumper wire and insert it into the two terminals in the plug that connects to the flasher shorting the Red/Green wire to the Green/Blue wire . Now pull the hazard switch on. All four lights should light up if the grounds/bulbs are good.
