how do you test to see whats wrong? I've cleaned it up and hooked ground to the case and power to the solid blue wire and nothing happends. any suggestions?

You need to hook up the solid blue to the batt + and ground to the other wires one at a time, it will not do anything by grounding to the case.
You should get it to work if everything is good.

The one I tested and will be shipping to you I disconnected the plug at the motor. I connected a ground to one terninal and 12v to the other terminals.

I spade is High Speed and the other is Low Speed.
