Unfortunately I think this is a scam or at the very least a fake ad. I've reached out to the seller, will post up my findings.

Scam. I talked with the seller originally back in the day when I was looking for mine. This is actually a King's Chariot build (look them up if you don't know...). It was an eBay'd vehicle, which is why it probably keeps coming around every so often.
