Whine and sluggish performance on 93 80

I just finished checking the resistance on the fuel pump as per the FSM and got .8 ohms...which falls within spec. The reason I checked it is because of the recent increase in humm/sound coming from the fuel pump area...I can hear whine inside the cab with the truck on. I have also started getting sluggish performance..almost a hesitation when accelerating from standing still. I have swapped out the fuel filter about a week ago, so that couldn't be it (CDAN special) and am now thinking the sluggish performance/whine is due to the fuel pressure regulator. Does anyone have any clue what could be happening or any symptoms of a bad fuel pressure regulator?

in the '91 there is an additional fuel filter inside the fuel tank, attached to the pump. The fuel pump will test OK but fuel flow can be restricted by a dirty filter.
 
Yeah..I was thinking that the "sock" might be clogged..Can you clean those or are they pretty much replacement only?
