i was looking at partsouq and amayama and a lot of the parts to make a complete 80 series dual fuel filler tube are out of production,is there a place to buy a complete unit?

The company says they can provide parts. Incidentally I asked them if they could supply just the neck this week (I'm doing my own tank) so I'll let you know if they reply.

These guys are the US importer and might be able to help - they're active on the forum.
 
Are you trying to avoid fabrication?

Toyota went away from the 80 series style filler neck for later series.
100/105 has a single opening with two separate fill pipes 1" inside.
To fill the main tank, you angle the nozzle into the left fill pipe, to fill the sub, angle it into the right fill pipe.
Easy peasy, and does away with the awkward flap valve that achieves nothing.
Less possibility of leaks.

Several people on have modified the NA 80 series filler neck to mimic the 105 series split filler neck system by wishing a second tube into the side of the original filter neck.
