Where does this ground go?

At least I am assuming its a ground wire?

While I was installing my Doug Thorley headers last weekend I noticed a clearly crusty green wire hanging off my front left strut tower.
I've done some cursory reading about the "Big 3" upgrade on the 120 platform but can't make heads or tails of it or where these wires go/terminate.

Can someone knowledgeable help shed a light? Thanks in advance!
