Both brake lights and the 3rd brake light are all flicking.

Both when the car it turned off and when turned on, the brake lights keep flickering.

When I step on the brakes they light up like normal but when I remove my foot from the brake they continue to flicker. I tried pumping the brakes but they continue to flicker after the peddle is released.

It is not the tail lights, it is the brake lights.

They continue to flicker if the parking lights are on.

I have not been in any water recently either.

I have an ARB bumper wired to the trailer brake lights, BUT the ARB brake lights and trailer brake lights are not flickering, just the Toyota OEM brake lights are flickering. I disconnected the trailer and it made not difference.

I figured it out .. there is an adjustment on the brake light switch that the brake peddle arm rests against.
It needed to be threaded one more turn, as the brake peddle now has a little slop.

Nice. I like it when obscure problems have an identified solution.
