Do you notice any difference? I think mine is hideous!It's just a weight that is apparently there for vibration dampening reasons. Mine was pulled the minute my running boards came off.
No, never noticed a difference. Worst case, you bolt it back on if you have an issue.

I started reading this board over a decade ago and saw this topic come up about once a month. I bought a hundy and was on this board every day for a couple of years and saw this same question come up over and over again. I peak in from time to time now and the same question unbelievably is still being asked with the same regularity. Two thoughts - Toyota has played the greatest prank ever on modern Land Cruiser owners, and it should be absolutely mandatory everyone must read a post about what this freaking thing is and sign an affidavit they will never post another thread again about it especially with a title like "what is this thing?".

My first step anytime I get a new car and hop on a new forum is to read through at least the first post in all the FAQs before I ever post. Lots of good and helpful info in there and it save you from being reamed by everyone in you first few posts.
