Autozone has them they, are made by Dorman, you can buy them in a plastic 2 pack for a few bucks

Thanks @NeverFinis! That looks right. I'll swing by the local toyota parts department tomorrow and see if I can get one. In the meantime I ordered a license plate mount kit from Dorman/autozone.
