What is the thick coating Toyota uses on rocker panels?

Hi everyone,
I am doing some general clean up and maintenance on my new to me 2002 Toyota Highlander, and I noticed that it has been in a small accident. The quality of the auto body repair is terrible, and they got over spray on the drivers side rocker.
At the factory Toyota sprayed some type of thick coating on the lower rocker panels, and the coating is black. It is not the tar rubberized undercoating, it is something stronger, and it is totally OEM from the factory.
In my attempt to get the gold over spray off the drivers side rocker with the pressure washer, I damaged a very tiny spot of that coating and I want to fix it...oh and I still didn't get the gold over spray off.
So what is the coating? What is it called? What do I ask for when I go to the auto body supply shop? Any idea how to apply this coating?

Attached is a picture of the pass side which is totally clean.
