Pic #1: What is this and why is the cable under the dash running to it cut?

Pic #2: PO was a DA and left a rats nest of wiring under the dash. A lot of these wires are not capped. I having not electrical backgroun, who do I sort out the essentials and his attempted add-ins? (Notice switch, perhaps fog fog lights at one point?). Popped the hood and everything fell out. Not sure how he had it stashed up in there.

Pic #3: PO, "It was a lot easier to just add a button for the horn than try to fix the steering wheel connection". (Nob furtherst left is his "choke" nob, except it does pull out and isn't connected to the carb).

Lastly, I have my mallet to tap on my starter and/or solenoid, dumb question of the day: where are they? Manual illustrations are not helping at all.

the starter is on the passenger side of the motor down low by the firewall
 
Cruise Control

He the guy had a cruise control of some sort on there. That thing is an arfter market cruise contol vaccum solinoid

I've got the factory manual, the layout is taking some getting use to. For a book learned newbie used to a table of contents and index at the back it's not the most user friendly.

And then there's the eletric diagrams....
 
your dash looks the same as mine. Has the same horn button. Best to yank it and do a real horn button fix. There is a fix for that here somewhere. Do a search on "horn" and see what comes up.
