Weird dash noise upon very cold start

Loving my new to me 2013 200! But there is an odd issue that shows up occasionally when it's cold out (sub 20F degrees).
It's a sound coming from behind the center of the dash touch screen.

Does anybody know what this sound is and how to fix it (please don't say take it to a dealer )

And the video... well.. I can't seem to get the file to work.

it's a gp3 file and I can't figure out how to convert it.

anyway.. it's behind the dash and sounds like a CD or something that won't pick up and play. Like some gear is back there whirring and spinning.
does it for about 20-30 seconds then it stops. And only seems to do it when it's very cold (well, not very cold, but cold enough)

Doesn't seem like anybody has found a fix for it, yet.
