Water inlet gasket question 2000 LX470

I have a gasket leak under the front water bypass on my 2000 LX470. I have a new front bypass, gaskets and a new water inlet. I plan on removing the throttle body to get access.

This new OEM water inlet has a pre-installed black gasket attached to the water inlet surface (photo). I have only seen timing belt install instructions that tell you to put FIPG here but they don't have the rubber pre-installed gasket. Do I just install as is or does this also take FIPG? Seems foolish to do both. Sorry if this has been covered before.

The black you are seeing is the pre applied fipg from the factory. Once you install it the fipg is activated. For future installs you would scape off the old, used material and apply new FIPG.
 
The gasket is factory applied, semi pliable. Sealed to the face. Now I have doubts is OEM. I have been purchasing items for the timing belt job starting about four years ago. Could be OEM or Denso or ?
