Washer motor not working.

I have a 91 lj70 whose washer motor will not operate. If I power the motor, it pumps fluid, so it seems the motor isn’t the issue. This is the electric connector that powers the motor:

I put a meter in both of the plugs on this and I get a reading of a little over 11 volts on both leads. When I operate the switch for the washer, the voltage on the blue/red line drops down to about 3 volts and the blue line alternates between about 10.5, to 11.5 volts.
Any ideas as to what’s happening here???

Just want to clarify that when I operate the motor I’m doing it by remotely powering it. It’s not connected to the plug that normally powers it.
 
one side should be always hot, with 12 v. the other side is a switched ground running to your steering column. Have someone turn the pump on at the column and check for continuity to ground.

Thanks for the info. I’ll check this first thing in the morning and update this.
 
Coronavirus has kept me indoors the past few days, hence the delayed response. I’m not sick, just living in the most infected city in the world at the moment, NYC! In any event, I tested for ground continuity and I seem to have a constant ground with the switch off or on. Could my switch be the issue here? Thanks!! Everyone stay safe......
