I'm going to be testing the VSVs today. One of the tests is to "apply battery positive voltage across the terminals" Is this just the car battery or do I need something with lower voltage?

Should be 12 Volts. If it was something different they would say. I don't think they want you to use your extension cord.... 
vacuum switching valve? or is vsv something else

I'm assuming so......
those valves are 12V
things like O2, TPS and AFM only use 5v-12V variable voltage.
12v on, 0v off, for vSV's
test away!
